Up to $45,000 ($30,000) Incentive for All-Electric Certified Passive House Homes in California
The California Public Utilities Commission (CPUC) has announced a new opportunity for homeowners rebuilding after wildfires and other natural disasters. Through the Rebuilding Incentives for Sustainable Electric Homes (RISE Homes) program, eligible Californians can receive financial assistance when reconstructing all-electric homes.
Homeowners can qualify for incentives—up to $45,000—if the new home is designed and certified as a Passive House.
A Passive House Standard follows rigorous design principles that dramatically improve energy performance. By combining a super-insulated building envelope, high-performance windows, airtight construction, and balanced heat-recovery ventilation, Passive House buildings achieve exceptional comfort, outstanding indoor air quality, and extremely low energy demand.
These high-performance homes significantly reduce both operational energy use and carbon emissions, while maintaining stable indoor temperatures year-round with minimal heating or cooling.
To qualify for the incentive, the home must be certified by the Passive House Institute (PHI), or PHIUS ensuring the building meets internationally recognized performance criteria for energy efficiency and comfort.
